ROAD USER CHARGING OPTION DEVELOPMENT 

This work was carried out under a DfT-sponsored PhD studentship. It focused on the development of a new methodology for generating options to assist in the selection of RUC schemes and complementary measures that best meet the objectives of local authorities and the concerns of various stakeholder groups. It was based around an ‘RUC Option Generation’ tool that sets out the key parameters of an RUC scheme (covering scheme design, administration and technology) and the various options available in each case. The methodology also includes an 'stakeholders needs' tool that helps to identify the key stakeholder groups and policy objectives they are likely to support (based on their needs and concerns) and an ‘objectives-measures’ tool, based on a set of causal chains, that helps to identify measures that can substitute for RUC or complement its introduction.

The framework and the tools are intended to enable professionals to think more broadly and innovatively about design options and it can also be used in the public participation/consultation process to help identify the concerns and  needs of various stakeholder groups and to feed their preferences into the formal scheme design process.


The framework was adapted into a Web-based RUC Option Development Tools in order to provide an interactive version to the option design process. The web version aims to
assist professionals in;

  • identifying the key stakeholders, their needs and concerns
  • exploring scheme options for RUC some of which could maximise the acceptability and effectiveness
  • identifying complementary measures as part of a comprehensive RUC package.
